At 04:40, chief river engineer Ruth Bell must release East Weir to save Calder General and the centre of the city. Now Ruth must do what Margaret could not—tell command that people are still there, and open the gates anyway.

They can call only through six disconnected bells and one involuntary movement of Jonah's conscious hand; Jonah himself chooses the final letter.
